ARTICLE X - CHAPTERS
Section 1. Chapters shall be:
Chapter 1 -- All employees who work in Dane, Iowa, Sauk, and LaFayette
counties.
Chapter 2 -- All employees who work in Rock, Green and Jefferson counties.
Chapter 3 -- All employees of the Department of Workforce Development,
Department of Health and Family Services, Department of Veterans Affairs,
Public Defenders, Department of Justice, UW -
Systems, and UW - Milwaukee who work in Milwaukee, Washington, Ozaukee,
and Waukesha
counties.
Chapter 4 -- All employees from the Department of Corrections, Division
of Juvenile Corrections who are employed in Milwaukee, Washington, Ozaukee,
and Waukesha counties. In addition, this chapter will consist of members
from other Department of Corrections' Divisions who are employed in Washington,
Ozaukee, and Waukesha counties.
Chapter 5 -- All employees who work in Walworth, Racine and Kenosha
counties.
Chapter 6 -- All other employees from the Department of Corrections'
Divisions (other than Division of
Juvenile Corrections), who are employed in Milwaukee County.
Chapter 7 -- All employees who work in Dodge, Columbia, Marquette and
Green Lake counties.
Chapter 8 -- All employees who work in Oconto, Brown, Calumet, Kewaunee,
Door, Marinette,
Shawano, and Menomonee counties.
Chapter 9 -- All employees who work in Waushara, Wood, Portage, Waupaca,
and Marathon counties.
Chapter 10 -- All employees who work in Adams, Juneau, Monroe, Jackson,
LaCrosse, Tempeleau,
Buffalo, Crawford, Vernon, Richland and Grant counties.
Chapter 11 -- All employees who work in Sheboygan and Manitowoc counties.
Chapter 12 -- All employees who work in Lincoln, Price, Oneida, Vilas,
Langlade, Forest, and Florence counties.
Chapter 13 -- All employees who work in Pepin, Pierce, Eau Claire, Chippewa,
Clark, Taylor, Rusk,
Barron, Polk, St. Croix, and Dunn counties.
Chapter 14 -- All employees who work in Iron, Ashland, Sawyer, Washburn,
Burnett, Douglas, and Bayfield counties.
Chapter 15 -- All employees who work in Outagamie, Winnebago and Fond
du Lac counties.
ARTICLE XI - MISCELLANEOUS PROVISIONS
Section 1. This local union shall at all times be subject to the provisions
of the constitution of the American Federation of State, County and Municipal
Employees.
Section 2. Except to the extent specified in this constitution, no
officer of the local union shall have the power to act as agent for or
otherwise bind the local union in any way whatsoever. No member or group
of members or other person or persons shall have the power to act on behalf
of or otherwise bind the local union except to the extent specifically
authorized in writing by the president of the local union or by the executive
board of the local union.
Section 3. Robert's Rules of Order, Revised, shall be the guide in all
cases to which they are applicable and in which they are not inconsistent
with the constitution and special rules of this local union or of the
American Federation of State, County and Municipal Employees.
ARTICLE XII - AMENDMENTS
This constitution may be amended, revised, or otherwise changed by a
majority vote of the members voting on such proposed change and such change
shall take effect only upon written approval of the International President.
Proposed amendments to this constitution must be read at a regular or
special meeting of the local union and read and voted on at a subsequent
meeting of the local union, adequate and proper notice having been given
to the membership prior to the date on which the vote is taken. A written
copy of the proposed amendment shall be furnished to every eligible voter
at the meeting at which the vote is taken.
