DHFS Labor Management Minutes 12/15/03, State Office Building, Madison

 

Labor:  Stephanie Tust, Mary Seruga, Amy Huss, Steve Jacobs, Bonnie O’Connell, Kathy Ryder-Walter

 

Management:  Stephanie Nagel, Brian Fangmeier, Veronica Burgos, Stacy Davidsayer, Otis Woods, Pete Grunwald, Aaron Crandel

 

Old Business: 

 

Assisted Living Issues: In regards to changing Licensing Cert. Specialists within BQA to Health Service Specialists, management states they have taken this off the table as they have concerns about staff coming in without the necessary qualifications and knowledge. 

 

BQA/Allocation of employees: Union discussed issues regarding different reporting requirements for providers in different areas.  Management agrees this should be discussed with the providers.  Resolved.

 

Economic Support Quality Assurance Specialists PPD: There is an all staff meeting scheduled on January 27 and 28, 2004 and management felt this would be a good forum to discuss these issues with staff.  Management states they are also looking into the possibility of rotating a field staff person into the monthly management meetings.  This will be discussed again in February after the all staff meeting.  Management started taking notes at the management meetings and supervisors should be distributing these notes to staff.  The issues were reviewed with management for the January discussion. Issues:  20% return rate, 20% Max for untimely reviews, no standards or timelines for second party review, inconsistent interpretation, employee responsibility for management error, stress in the job which creates a higher error rate, training style, workload when on leave.

 

Special Needs Adoption Program Issues: There is no job share agreement with the union at this time.   Management stated at last months meeting that the job share requirements/standards would be emailed to staff.  This was never completed.  Labor presented concerns about the renewal of post adoption resource center contracts as there are problems with some of these centers.  Training issues were resolved. Labor requested that minutes from the management meetings be shared with all staff as an effort to stop miscommunication.

 

Professional Development:  Arbitration pending.  Grievances are still being submitted as they arise.

 

Budget/Position cuts:  Northern Center may possibly lose five PSS positions; no discussions about which classifications may be affected.

 

WRC Issues: Union orientation issue has been resolved.  Training issues have been resolved. Discussed that all notifications regarding disciplinary and investigatory meetings need to be sent to the Local President.  

 

New Business:

Management requested a copy of the agenda for the Local 2748 Educational Conference.
